One of the efforts done by the Egyptian government to enhance the software industry and to promote Egypt as a perfect outsourcing destination is the implementation of SECC.
Software Engineering Competence Center (SECC) is a governmental entity. Its mission is to support the development of the software industry in Egypt by improving the software engineering practices to higher maturity levels and achieving a strong global market presence.
Software Engineering Institute SEI in the USA accepted Software Engineering Competence Center (SECC) as an SEI - Strategic Partner in recognition of SECC capacity and achievements since established. This approval authorizes SECC to deliver CMMI courses and provide appraisal (assessment) services commercially worldwide except in USA.
In November 2006, SECC extended its partnership with the Software Engineering Institute (SEI) of Carnegie Mellon University in the USA to teach SEI's Personal Software Process (PSP) training courses, launch and coach SEI's Team Software Process (TSP) teams, and deliver the TSP courses, commercially worldwide except in the USA.
SECC Goals:

• Adopt standards for software development in Egypt.
• Enhance the capability and maturity level of software companies to comply with the international standards.
• Raise the awareness of the existing software engineering procedures and promote their use.
• Provide change management that drives the compliance with software engineering standards and procedures.
• Support software technology transfer.
• Encourage the software export and offshore development.
